problems with tag

I'm using struts 1.3.5.

I have a jsp that displays a <table>.
If I surround the table with:

<html:form action="/EmployeeAdd">
...
</html:form>

then nothing in the page renders.  The EmployeeAdd action exists; it is 
associated with an ActionForm that also exists.

Does anyone have any idea what can cause this problem?
