Struts2 currently specifies Tiles 2.0-r488734-SNAPSHOT as it's dependency. This works. Make sure you include both tiles-core and tiles-api jars in your webapp.

Tiles2 does work against struts 2.0.2 though. You may want to try to check it out from source and give it a whirl. Hopefully the 2.0.2 release that we've been working on for the past month will be out soon.
