dojo onchange function is inlined
in other words as soon as it is declared a function is assigned to
accomplish the event e.g.
 "onchange", function (e) {
 if ($("toggleSelection").checked) {
  dojo.html.disableSelection($("enabletest"));
 } else {
  dojo.html.enableSelection($("enabletest"));
 }
}
