It would be a lot easier to find out what the problem is if you can describe it in more detail. Having multiple struts applications in an application server should work just fine. My guess is that you have run in to some sort of classloader problem, having struts 2 libraries or configuration files in the system classpath, or encountered a misconfigured application server classloader.
