Found the solution:
ConfigurationManager configurationManager = new
ConfigurationManager();
OgnlValueStackFactory factory = new OgnlValueStackFactory();
configurationManager.addContainerProvider(new
XWorkConfigurationProvider());
configurationManager.getConfiguration().getContainer().inject(factory);
ValueStack stack = factory.createValueStack();
