not speaking for the group but this is how I break out whether to use .properties or a XML file
*.properties for user and or environment specific configurations XML for data couched in XML schema objects i have an AXIOM object processor which reads XML Input streams and processes them the functionality is dependent on the attribute of the assigned namespace e.g. <tns:MYIdentity xmlns:tns="http://somegovernmentWebSite/SomeGovernmentWebSiteApp/someSchema.xsd>1</tns:MYIdentity> but this could change if the namespace attribute changes for the element as seen here <tns:MyIdentity xmlns:tns="http://www.fubar.com/fubar/fubar.xsd";>1</tns:MyIdentity> the processing for http://somegovernmentWebSite is different than http://www.fubar.com!
