Except you're using EL here to access OGNL. I'd suggest this is
cleaner:
<s:iterator value="breadcrumbs">
<li><a href="<s:property value='%{top[1]}'/>"><s:property
value="%{top[0]}"/></a></li>
</s:iterator>
