If you are only using VMs, you can use a DHCP server on a separate machine.  
However, don't forget that you need to serve out addresses on the public and 
private networks.  The simplest way to do the public side is just to have 
normal, dynamic addressing.  On the private side, each node needs to get the 
same address every time so that VCL knows how to connect to it after loading 
to finish the configuration.  So, on the private side, you need to have fixed 
host address entries for each node that you will be provisioning.  After you 
have entered your nodes into the VCL web frontend, you can go to Manage 
Computers->Computer Utilities and get the text needed for DHCP configuration.  
However, that formats the configuration for dhcpd as is typically used under 
linux.  I have no experience configuring a DHCP server on windows to know how 
you would add the entries to it.
