Cameron,

My guess is that this is happening because you aren't seeing any user groups 
to select as the "Owning user group", and that you actually have access to 
user groups to select, but aren't seeing them because your account has "View 
User Groups:->from all affiliations" set under "User Preferences->General 
Preferences".  See if that is set, and if it is, change it to "from all 
affiliations" to see if it fixes the problem.
