What version of VCL are you using? If you're not sure, you can look for $VCLversion in the index.php file of the web frontend (probably /var/www/html/vcl/index.php). Are you using the Computer Utilities part of the site or the Edit Computer Information part of the site to set the computer state to vmhostinuse?
