Vincent,

The Block Allocations page looks different to users that do not have the 
"Manage Block Allocations" user group permission (accessed via Privileges page 
under the "Additional User Permissions" tab).  For users without that 
permission, the page only allows them to request a Block Allocation that then 
must be approved by an admin that does have the additional permission.  Here 
at NCSU, we've very rarely had a user submit a request for a Block Allocation 
where the user did not really need it.  So, we've found it is okay for 
everyone to have the permission to request them.  You can simply deny the 
request in cases where it is not really needed.

The User Lookup link only shows up for users with the "User Lookup" user group 
permission.  If your normal users are seeing the link, then they are in a user 
group that has this permission.  You can use the User Lookup page to look up 
the user group membership for one of the users.  Then, look at what additional 
permissions each of those user groups has.

The Documentation link points to the URL defined as DOCUMENTATIONURL in the 
conf.php file.  You can make that point wherever you want.  If you really 
don't want it displayed, you can comment it out for all users in the utils.php 
file.  You would comment out the following 3 lines that are toward the bottom 
of the getNavMenu function:

   $rt .= _("Documentation</a></li>\n");
