The current VCL version is 2.4.2 (2.4.0 and 2.4.1 were never officially announced). The last release in the 2.3.x line is 2.3.2, which was released in Mar 2013 (so if it was modified since that date, that would be a problem).
Generally, it's not a good idea to delete records directly from the database (if you do, please backup the database first!) Otherwise, any fixes for 2.3.2 would be found in 2.4.2.
