At the most basic level, provide as much upstream bandwidth from the server
as possible. Is performance better on-campus (or in your datacenter) than
off-campus?

Check out the group policy settings for the RDP server (
https://docs.microsoft.com/en-us/windows-server/administration/performance-tuning/role/remote-desktop/session-hosts#remote-desktop-session-host-tuning-parameters
).

Set the "Performance Options" in Control Panel > System to "Adjust for best
performance."
