I have a few questions to get a better understanding of the situation: Is this the first time you've used a new version of cygwin that needed the patch? Are you capturing the image from a fresh install of Windows, or is it from a base image you already have? Did you update cygwin-sshd-config.sh in c:\cygwin\home\root? I'm not sure if that needs to be done manually or not after applying the patch, but it wouldn't hurt to try.
