Hi: I had a similar error, sometimes the error comes because Microsoft rename the ssh daemon with the same name cygwin use [sshd], review your CygWin installation to check the new name for the ssh daemon [in cygwin]. Another issue could be that the ssh daemon in Win10 is not started by the vcl image creator.
