Exactly, it wasn't lazy at all before, so it is lazier than before,
that's what I said :-)
The side effects in question are due to bad design choices (like a tool
setting up some values in the application scope at initialization, and
templates referencing those values before instantiating the tool itself...).
It makes me think that we should have an init-at-startup clause for the
tools, like the servlets do.
