Do you mean to access it via file system or access it via classpath? If it
is for accessing via file system, you can put it into
CARBON_HOME/repository/conf and access it as
System.getProperty("carbon.home") + File.separator + "repository" +
File.separator + "conf" + File.separator + "foo.properties". If you want to
load from classpath, you can put it into the AAR file.
