To expand a bit on the zookeeper client/server handshake part, one possible option is to improve the situation for planned maintenance, i.e. before leader is taken down (it knows it is going down), it tells the clients to continue until zookeeper service is restored (there are a lot of gotchas and edge conditions to think about here and I being a zookeeper noob haven't been able to prove whether this will work or not).
