for the interested reader: Digging around I found the information, that exactly 
that, what I'm asking for, shall be integrated in version 3.10.
That means that is doesn't work in 3.9 in a way I expected.

I'm not sure you can do this via dynamic config, but I remember there
was a ticket about it.

You can set the secure client port via static configuration (zoo.cfg)
by setting secureClientPort=...
