Most, if not all, of userland will be unlockable, so packages in userland shouldn't rely on the incorporation to protect them from mismatched versions. For this consolidation, the incorporation is there primarily as a way for customers and for service to address a particular build (or other version) and, with the output of "pkg freeze", to determine how far off the reservation they may be.
