I followed the instructions in the userland workspace (I think). Why
wont it install? What can I do to fix this?
It told you why it won't install; the userland-incorporation excludes
the versions of quagga you're attempting to install.
You have two options:
1) Unlock the version constraint on the userland-incorporation and
update it at the same time; this may cause other userland packages to
move forward as well:
pkg change-facet
facet.version-lock.consolidation/userland/userland-incorporation=false
pkg install //userland/system/network/routing/quagga \
//userland/consolidation/userland/userland-incorporation
2) Unlock only the version constraint on the quagga package and then
install it:
pkg change-facet \
facet.version-lock.system/network/routing/quagga=true
pkg install //userland/system/network/routing/quagga
