I would like to ask for a review for this texinfo package issue.
7121463 text/texinfo doesn't deliver a file, but manifests it

The fix does two things:
- moves the affected file and link from texinfo package to gcc-3 package
(as suggested by Norm Jacobs in the mail discussion)
- configures the info(1) utility default path to make it find files
we deliver in our packages
