The preference is to have the minimal amount that actually works. Some components seem to need it in both places, some components in a particular one, some in either. It doesn't really matter to me, as long as you don't put it in both places if it's not necessary; I just wanted to make sure that this was deliberate, and still worked, since it didn't seem related to the bug at hand, and is the kind of change that could potentially cause problems for the component.
