This is probably a question for Danek, but I wonder why we need the
mediator-prriority=vendor at all?
The mediator-priority is only needed if we want to override the
default the system would normally pick automatically. Isn't the latest
mediator-version the one we want as the default?
Is there a concern that we might publish a newer version and want
1.11 to remain the default? For example, if we add automake-112, my
assumption is that 'developer/build/automake' would also be updated to
require automake-112, so again the priority doesn't need to be set.
