These are the pci & usb ids files, for which the upstream sources are simply
checked into the gate as is, as the upstream provides no way to retrieve a
specific version.   The only change I see that appears at all worrisome is that
they've changed the vendor name for PCI vendor id 108e from "Oracle Corporation"
to "Oracle/SUN" - but as our hardware products are still branded with both the
Oracle & Sun names, that seems reasonable.   (Not to mention that the bulk of
devices listed were sold with only Sun branding, since it covers 10-15 years
of pre-acquisition PCI devices vs. 2.5 years post-acquisition so far.)

These are the latest versions currently available, and are going through legal
review in parallel.

This changeset also includes a couple updates to the Makefile/license template:
 - removes the $(BUILD_DIR) rule, since that expands to "build" and conflicts
   with the existing build targets, causing gmake to whine a lot.   Instead we
   just let mkdir run for each file.
 - updates the license template to the new preferred format, with TPNO shown.
