TPNO 9043 is for version 14.3.2 of sox under GPLv2 in legal review.
The SARF for 14.3.2 should be updated with 14.4.0 *if* there are no
license or use case changes and re-uploaded. Then a LTE request
could be done on 14.4.0 based on 14.3.2 and TPNO 9043.
There also appears to be a mistake in 9043 which references LGPL
so we need to clarify the exact license type and correct either the
SARF or TPNO.

SOX 14.3.2/14.4.0 comes under both GPL & LGPL. sox uses libsox which is
under LGPL. TPNO should be corrected.

So lets start by clarifying if the contents of the SARF for 14.3.2 are
correct, if so then does it also apply to 14.4.0 if so then we can
add that version to the SARF - then we need to correct the TPNO
if needed and update for 14.4.0 - OK?
