I think Apache is part of the same chain. Say a customer has a 32-bit-only perl module which they use from mod_perl. Then mod_perl has to be 32-bit, and so does Apache. That's not to say that we can't just make the decision, and make people (perhaps there are very few) find out-of-process solutions for the problem, but we should probably get some customer feedback on it first.
