Locate these lines in <drive>:\<Installed 
path>\apache-activemq-5.4.2\bin\win32\wraper.conf

        # Java Application
        wrapper.java.command=java 

Give your JRE path after '='

Save it rerun the ActiveMQ as a windows service by running the 
installservice.bat.

Could also be that Java location is not on the PATH for the user that the 
service is being started under.
