i'm trying to figure out how the memory limit based on the
cursorMemoryHighWaterMark is actually calculated.  some posts i've read seem
to claim the high water mark is a percentage of the "per-destination" memory
limit.  other posts seem to claim it is based on the "broker system usage"
memory limit.  still other comments seem to indicate it works differently
for queues and topics.  can anyone shed any light on this?
