Yes, it looks like a bug. The StatisticsBroker, on line 123, invokes stats.getMessageSize().getAveragePerSecond() instead of getAverageSize(). getAveragePerSecond divides 1000 by the result of getAverageSize().
So I have a topic with an actual averageMessageSize of 1242.
