In recent versions of Artemis (1.5.1) you can specify global-max-size,
and the system will start into the configured address upon the
global-max-size is achieved. If you don't want global-max-size, set
global-max-size to -1 on the configuration.

So, to reinforce Justin's question, what is the version you're using?
