Attached is artemis 2.35 log.  At 1 point in the middle both servers active.  
The I kill both servers, after several retries both servers become backup 
server, no one is active when I have config 
<allow-failback>false</allow-failback>.

I'm still not able to reproduce it, could you share the logs of the primary and 
backup when you reproduce it?
