This appears to be a question about Artemis and that project has spun
out into a top level project so I would suggest you direct questions to
the Artemis users mailing list to get the best shot at getting your
questions answered.
See https://artemis.apache.org/contact
Also I'd suggest sharing the actual configuration you are using as the
question is just to vague to really elicit useful feedback.

Hello team,
as far as we understand it, federation should be the technique to use
to route messages between two clusters.
Let's saythere are two clusters with two active brokers
{broker1A,broker1B} and {broker2A,broker2B}
We have set up a federation between the two bokers broker1A and
broker2A expecting messages to go
from 1A and 1B to 2A and 2B, if the hit an address pattern.
But messages only reach the direct federation neighbour, not the other
brokers in the remote cluster.
Is there a parameter we have missed (like "maxhops") to make it work
as expected?
Thanks for any hints!
Regards
Herbert
