Actually, the decision really depends on what type of project you're
developing.  If you have a lot of forms (particularly more than one per
page), JSF or Tapestry will work much better because they'll manage the
state for you.  The more I work with Tapestry, the more I like it. JSF is
much better now that we've integrated Facelets, but it's still somewhat
immature IMO. If you use Seam or Shale, it's likely much better.
