Yup. Works in Jetty, not in Tomcat. Dojo filter it will have to be then.
Looking at JSF it should be fairly easy to set things up. What you want to
do is get the filter to pass all active content to the JSF servlet, and let
the rest get handled by the servlet container's default servlet.
