After some more research, it appears this solution *does* work for Tomcat, but not for Jetty. I tried the 6.1.2rc2 version of the maven-jetty-plugin and it still doesn't work.

I was able to change the StaticFilter to use an include instead of a forward and this allows the rewriteFilter as well as the staticFilter to work. However, I can't get SiteMesh to decorate the include (using <dispatcher>INCLUDE</dispatcher>), so it's not really a solution.
