Is mail.properties included in your JAR?

you can help me. I have a project which is a self made port from 1.9.4
architecture to 2.0 architecture. The project has a service jar similar
to appfuse's service jar, in this jar i have an
applicationContext-service.xml file which references mail.host which is
declared in a mail.properties file.
I have been trying to get my project to run but i keep getting the
following error:
Could not resolve placeholder 'mail.host'
I have used a tool called filemon to check that mail.properties is being
accessed and all seems fine. I am at a loss to explain why this is
happening it is surely a classpath issue but i can't put my finger on it...
Any help from anyone would be greatly appreciated
