I tried all these commands, after mvn war:inplace, I deleted lib and
classes/struts.xml, and ran mvn clean, but mvn jetty:run produced the same
error as:
[etpay] WARN [main] Settings.getLocale(143) | Settings: Could not parse
struts.l
ocale setting, substituting default VM locale

The package name 'default' at location package -
