If you're going to build a DMS, I wouldn't reinvent the wheel. I'd try
to customize something like Magnolia or Alfresco. But that's just my
opinion, I'm sure there's many options. In reality, your question is
more of a consulting question, which I try hard not to answer on this
list. ;-)
