It could be a permission issue. Also you may be better off looking at the documentation that is checked into SVN [at least I hope it was checked in]. The link you pointed to was for the AppFuse 1.9.x branch. Obviously a lot would be the same, but not everything [e.g. I'm not sure 1.6.x had Acegi Security].
