Applying the <<create>> stereotype is the easy way to do this. If for some reason you still need to find them, note the correct spelling. That could be one problem with finding them in your character map. The other possibility is that they're using the Unicode names "left-pointing double angle quotation mark" and "right-pointing double angle quotation mark" The code points are U+00AB and U+00BB if that helps locate them.
