ArgoUML sticks as closely as it can to the UML1.4.2 specification from the OMG

That specification is here - http://www.omg.org/spec/UML/ISO/19501/PDF/

Page 301 describes the notation of an ActionState

"An action state is shown as a shape with straight top and bottom and
with convex arcs on the two sides. The action-expression
is placed in the symbol. The action expression need not be unique
within the diagram."

We are simply following the standard.

As we progress on to UML2.x then things may differ.
