All Apache developed projects share the same license. That is the
Apache Software License 1.1, which is all you need, whether you are
using Phoenix, Excalibur stuff, Log4J, Commons Logging, BCEL, etc.
If you include a non-apache product, then you have to go by the license
rules for that project.
