The problem you describing is historical. Back when the composition package
was initially created we did not have any of the repository facilities that
now exist. What needs to happen is for the existing testcases to be updated
to leverage the repository package using the maven local repository as a cache
or as a file based remote prepository. This will eliminate the requirement
for a internet connection.
