Try the 
    <attainGoal name="avalon:artifact"/>
which I believe generates the .meta files.

Cornerstone needs a lot of work !! Docs, testcases, the above .meta 
generation, release process, and so on...

Well, if the Cornerstone-thread-impl has the .meta files properly generated 
and uploaded to the Repository, Excalibur artifacts will be downloaded as 
expected, unless some package there in turn depend on other Excalibur 
packages, that is 'forgotten' by Cornerstone declarations.

I don't want to stop you from helping out, but I have the feeling that 
Excalibur will be phased out over the coming year or so, either absorbed into 
avalon itself, Cornerstone, moved to Cocoon or into oblivion. So, such an 
effort may not serve much purpose.
Cornerstone as a concept is needed. However, a lot of work is needed there to 
bring things up to decent quality.

For your particular case at hand, I don't have a concrete recommendation.
