Aha! I did not! Now I recall from merlin's INSTALL.TXT, this:

The installation of Merlin is now complete, however, two plugins are

Maven platform.  These plugins should be placed in the Maven plugin
directory (${maven.home.local}\plugins).
</quote>

Somehow I mistook this to mean if I were going to be a developer of
*merlin* itself. Man I feel dense! :-)

The build now succeeds; on to the next thing...

Did you deploy the avalon and merlin plug-ins for maven that are 
distributed with the merlin distro?
