Kind of.
Phoenix is started in a Java Class that starts other apps too. To separate the classpaths, I'm using classworlds.
How are you launching Phoenix? If you can hijack what it treats the root classloaders as, everything should follow suit. I know that is the case in modern versions of the codebase.
