I am not the one behind the Meta package, but I think that it uses the xdoclet 
package to 'parse' the Javadocs, and then have its own 'serializers' to write 
the parsed information to either XML or 'serialized' format.

Most of what I think you are referring to are mainly wrappers around the 
'standard', to suit our needs and not replacements.
