The 100ms time is normal assuming you have a deployment timeout set to 0. Basically if the timeout is 0, the commissioner sleeps for 100ms and following a wakeup checks for deployment completion or error. If the code was perfect the message would read "commissioning completed in less than 100ms".

and i can't see that they are decommissioned immediately. they even seem to
work.
