Cocoon is using a variant of the deprecated ECM container. There appear to be a number of branches under development in Cocoon each focusing on different solutions to cocoon block management (noting that cocoon blocks are not related to Merlin blocks). Some people at Cocoon are working on Fortress related stuff, others are writing a dedicated cocoon container, and there's a third branch getting into an experimental core. Niclas posted some questions to the Cocoon list on this subject and the basic answer was that they want to cook their own solution (at least for now).
